The dealership is correct in their Normal statement since the reply is based on the brake engineering. The brakes are performing AS DESIGNED. Thus the issue isn't whether the brakes are acting "normal", but whether "normal" is a hazard or not.

The dealership can't do anything to fix this kind of engineering problem until the engineers develop a fix. Thus, don't go yell at the dealer. Lodge your complaint to GM/Saturn and to the NHTSA.

The only time you might need to re-engage the dealer is if this occurs after a good warmup period.
