I have a RL, so can't speak first hand about the NA and turbo packages. As for a "chip" that does the same thing...well...not exactly. These cars (the NA and the RL) are tuned/designed conservatively by GM. Aftermarket tuners can "tune" the ECM, add some more efficient parts (intercoolers, exhausts, CAIs), to bring out more power. Not as much as a turbo, but gains of 30 to 40 HP have been advertised.
Check out the supporting vendor sections. There are several supporting vendors who offer various stages of tuning, from the +30HP ECM tunes all the way up to +200HP (that's in addition to the stock 177!) turbo kits.
