That's right, if I read you correctly. If the spring pressure in the valve is increased via the adjustment, the amount of air bypassed will be reduced, which would necessitate a faster shift to avoid slowing down the turbo.

Adjustment of one of these is primarily a 'trial and error' process. Another excuse to go play with your car! You just try different settings until the turbo is immediately 'back on' after upshift. Works great!
