Last time I caught a plastic bag around my exhaust I hit it with oven cleaner to bubble it off. Test this in a small area to make sure it doesn't mess up your steel though. I don't recall any discoloration, but want to be safe here. Be careful spraying it so you dont get it on the paint or any rubber.
