Is there a difference between regular Xenon and HID lights?

I have 8000k HIDs

To clarify, Xenon is a gas and HID is the technology. HID uses Xenon.
HID uses two electrode arcs to ignite the Xenon gas to create light output.
The other bulbs (standard halogen type) I'm sure you're referring to have a Xenon gas mixture and use a filament to create light output. These come in brands such as the Sylvania Silverstars, Piaa Xtreme White, and others you can find on eBay.

The Xenon mixture bulbs can reach the same color temperature (measured in Kelvin) as HID technology but have to use the aid of special coatings (e.g. - blue/gold tint on the glass) and will also generate more heat than HID technology. They also don't last as long and use more wattage than HID technology. The upside is that they are cheaper to replace if one ever burns out.

It is recommended to only use HID technology with projector beam type lamps due to glare and blinding oncoming drivers. The projector beam focuses the light which gives you that distinct horizontal cut-off. If you use HID in reflector type housing/lamps (like the Solstice) the light will be scattered and you will have more glare which can blind other drivers.

Ok at this point I think I'm just rambling but I hope this helps 'shed some light' on the subject.

The true HIDs look better though don't they? Could I have just put some PIAA's in and gotten the same quality? These are some awesome lights...I don't think just a bulb would be as good.

I had some upgraded blueish bulbs on my VUE and they were great to look at but actually seemed less bright from inside the vehicle. The HIDs in the Sky light up the road like in is mid afternoon.
