I haven't synced my phone to it but I held down my mute button and it definitely started talking.

Oh we'll thats calling OnStar. With Verizon and a special OnStar package you can make calls using your Verizon number and minutes, otherwise its pay per use or package. His '09 probably has Bluetooth though.
