I have a 2008 Redline 5 speed. I don't know how high it will rev in neutral or with the clutch in and I'm not going to find out. It isn't safe to over rev an unloaded engine.
Be glad that Saturn thought of that for you.

I actually think it's a good idea that the max rev is 4K in park. I was just curious if others were this way. I guess with a 5 speed, you should be able to redline while not in gear?

Most if not all new auto cars should be this way. (My 96 Beretta was, till I put a manual in it of course. ) I'm guessing it is this way to prevent an accidental shift into gear while the revs are hitting redline. That and I'm sure it is there so people that actually try to do it are not able to do it to a degree that will compromise the transmission almost immediately.
