Plastic strip above tire with photo

Quote from yesterday: Today I was showing someone how the hood opened to the front and discovered what looked like rust starting at a point just above each of the front tires. A closer look found about an 2 inch by about 2 foot flexible plastic strip along the under side of the hood. Is that suppose to be removed? It appears like the adhesive used on the strips turned to spots of rust or what appears to be rust. What is the purpose of the strips? Has anyone had the same problems? The only way to detail that area would be to remove the strips. Was thinking about putting the SKY in a car show but not until I get an answer to this problem. Help? Unquote. Now I've attached a photo to show what I'm asking about

That's a strip they (GM)added to the hood because on some cars the plastic inner fenderwell rubs the paint off in that area. They gave us the strips back in May at the factory tour for the people who had the paint issue.
