sequential turn signal wiring

I found that the posts on this subject were very helpful. I just have a few questions, now that I am in the process of doing mine.

1. One of the signal housings has an incomplete black spongy tape (seal) around its perimeter. I quess that it is "1 sided sticky tape". Can I use the tape from the hardware store to redo the seal?

2. After connecting all the wires to each signal, it says to secure the GMR-STS units out of the way. Is there enough space inside the cavity and where exactly would that be? If I can tuck it away inside I was thinking of putting a band of velcro around the STS unit and a corresponding strip inside the cavity, but where do I put it?

3. I found 2 washers lying loose underneath one of the housings, didn't find one under the other? I am hoping that someone forgot these when they did some rear bumper work because the rear deck hinge bolts and all fasteners in back have washers under them? Why couldn't it be a rare Indian head nickle lol
