Chevy dealer should call Saturn tech support and inquire.
I can only guess. My first guess is the transmitter sends the battery low code. The second guess is how does the DIC knows the battery is now strong, and if the reset is via the remote or if there is an internal reset. I'll guess it's either the absence of a low bat signal or maybe it needs a good bat signal. Don't know.
Try exercising the remote with the new battery away from vehicle. Then exercise it several times next to vehicle. Unlock. Lock. Pop trunk. Alarm. Etc. See what happens.
