is it normal to have oil in ic tubes?

I'm in the process of making custom IC pipes. to do this I took off my stock IC pipes and noticed oil in them, not a lot but I didn't think there should have been any. I have the stock air filter so it did not come from a K&N filter or the like. I figure it is from the turbo. I have had it in the shop a couple times for what I would describe as a surge on partial to full throttle take off. It seems to take off hard then hesitate a little then take off harder and then slow up. It should be smooth and building power. A friend has a sol-gxp and his gets with it start to finish. What I'm wondering is if the leak from the turbo would cause this. Any tech's with input???

Its coming from the pcv hose thats connected to the intake, take off the intake snorkle and you'll see some oil in there.
