Power steering

Just got the inspection done on my 2009 Saturn Sky Redline and the power steering fluid was 2 oz low the inspector said since there was no fluid on the ground in my garage that it was probably the power steering rack and pinion. does anybody have an opinion on this?

Top it off and monitor it to see if it gets low again. If so then you have a leak.

With the information provided, this seems to be the best course of action. You can also put it on a lift (or jack stands) and look for any wet spots on the rack. However, if it is a slow leak these may not be readily apparent.
