Fuel Mixture too Rich?

My Redline has developed issues that the local dealer has been unable to solve. Diagnostic has had us replace the Gas Cap, Air Filter, and an O2 sensor. Non of this worked. The symptoms are: At first start the engine runs rough, very rich as if the choke is stuck. After a while it will clear up but the gas milage has dropped significantly. Could the High Pressure Fuel Pump be supplying too much fuel? Any help would be greatly appreciated.
