I am interested in getting a WindRestrictor for my Sky but was curious on 2 things. First, which Version should I get? I was thinking V2 because I want it to be up even when the top is up. Second, do I need any of these options that are offered (9 Volt Battery Pack, 12 Volt Adapter Plug, 12 Volt Rechargable Power Pack) or is there a way to hard wire the power to the LEDs?

I would STRONGLY suggest, at the very least, having an on/off switch. I've been in a Kappa with a wind restrictor lit at night and it can be VERY distracting and block the view to the rear of the car if it is on. Other than that, it's up to you how you want to wire it.
