It was a federal mandate for model year 2008 for all models of all makes.

Just FWIW!

It is my understand that TPMS is not a feature in any 2006 or 2007 Sky as it is with the Solstice. Am I correct?

I hope to be driving home a 2007 base 2.4L Sky in a few weeks. I wonder if the same issues reside within.
No, that was only a 2008 problem, they got it programmed correctly in all the other years.

Enjoy your new to you 2007!

There is no inherent reason that they shouldn't be able to communicate with your car, so some more information about what problem they are having would be helpful.
Trying another dealer is certainly a valid suggestion, and there are even many independent shops that have the ability to do it.

Ron hasn't been on this forum since 8/6/2019, about 4 months, so I wouldn't rely too much on his answering your questions.

This TSB only is applicable to 2008s.

Perhaps try a different GM dealership, and see if they also have comm issues. This is 2008 tech, for what it's worth.

Otherwise I don't have any suggestions.

Good Luck.
